Narrative:

On final to oxr runway 25; approximately 1700 ft. We were clear for the visual into runway 25 at oxr. We received a TA from socal approach as they handed us off to oxr tower. We tracked the GS and localizer for the ILS runway 25 oxr after being vectored south of the approach course and then back to the localizer. After being cleared for the visual we saw a C172 climbing and turning into us. The cessna was at the same altitude in a climbing left turn towards us. We saw the plane and made a descending 20 degree bank left turn to avoid hitting the cessna. This close call could have been prevented if socal approach had handed us off after we had passed cma.
