Narrative:
During shift overlap I received the assignment to take a turnover on aircraft. I was informed that the aircraft was towed to the gate due to its problems. I did not receive a written turnover as I would have liked in regard to what had been done by the previous technician; but instead received a verbal that consisted of the information that the steering did not work and that the gust lock would not engage. I was also told that there were no corresponding EICAS messages. Prior to performing any maintenance I noticed the gear pins were already installed. I then went on to change the nose landing gear air/ground (wow) proximity switch in accordance with amm. After completing the installation I proceeded to the operation check of the air/ground (wow) system. After that I did the operation check for the steering and the gust lock task. All 3 operation checks turned out good. After that I proceeded to close out the job in accordance with EMB140 amm. After the aircraft returned to the gate due to the inability to retract the gear after takeoff I was assigned to meet the aircraft to determine the problem. Upon seeing the aircraft taxiing to park I noticed that the gear pins were still installed. After reviewing EMB140 amm I found that one step of the task said to install the pins per EMB140 amm. The job close out of the tasks does not mention the task to remove the gear pins.

Title: AN EMB140 RETURNED TO THE DEP ARPT DUE TO INABILITY TO RETRACT THE LNDG GEAR. FOUND GEAR PINNED FOR MAINT AND NOT REMOVED.
Narrative: DURING SHIFT OVERLAP I RECEIVED THE ASSIGNMENT TO TAKE A TURNOVER ON ACFT. I WAS INFORMED THAT THE ACFT WAS TOWED TO THE GATE DUE TO ITS PROBS. I DID NOT RECEIVE A WRITTEN TURNOVER AS I WOULD HAVE LIKED IN REGARD TO WHAT HAD BEEN DONE BY THE PREVIOUS TECHNICIAN; BUT INSTEAD RECEIVED A VERBAL THAT CONSISTED OF THE INFO THAT THE STEERING DID NOT WORK AND THAT THE GUST LOCK WOULD NOT ENGAGE. I WAS ALSO TOLD THAT THERE WERE NO CORRESPONDING EICAS MESSAGES. PRIOR TO PERFORMING ANY MAINT I NOTICED THE GEAR PINS WERE ALREADY INSTALLED. I THEN WENT ON TO CHANGE THE NOSE LNDG GEAR AIR/GND (WOW) PROX SWITCH IN ACCORDANCE WITH AMM. AFTER COMPLETING THE INSTALLATION I PROCEEDED TO THE OP CHK OF THE AIR/GND (WOW) SYS. THE JOB CLOSE OUT OF THE TASKS DOES NOT MENTION THE TASK TO REMOVE THE GEAR PINS.
