Narrative:
During a part 135-29T check with the sacramento FSDO; the inspector instructed me to perform an instrument takeoff reference heading with HSI wearing foggles. Personally; I have never performed this procedure in the actual jet before. Furthermore; I would never take off '0/0' under part 91 and my company is limited to 1/2 SM visibility. The foggles restr my visibility of top instrument panel which caused me to tilt my head back slightly. After a static takeoff; I began to feel disoriented which caused me to stray off centerline. The PNF called this to my attention and I asked him to take command of the airplane. Later; he told me that part of the wingtip had actually traveled over the grass. It was my responsibility to advise the FAA inspector that I was unable to comply with his request. This practice of performing instrument takeoff '0/0' in the actual jet must be discontinued. It is potentially dangerous and impractical; since crews must comply with part 135 takeoff visibility minimums. Thank you for your time.
