Narrative:
Amass/asde alert went off as an air carrier was landing. The alert idented a false target. The next landing; another amass alert went off as another air carrier landed. Both times; it was too late to issue go around instructions; and both times were false targets.

Title: MCI TWR CTLR DESCRIBED 2 SUCCESSIVE OCCASIONS WHEN ACFT WERE NOT ISSUED MANDATORY GAR WHEN AMASS ASDE ALERTED.
Narrative: AMASS/ASDE ALERT WENT OFF AS AN ACR WAS LNDG. THE ALERT IDENTED A FALSE TARGET. THE NEXT LNDG; ANOTHER AMASS ALERT WENT OFF AS ANOTHER ACR LANDED. BOTH TIMES; IT WAS TOO LATE TO ISSUE GAR INSTRUCTIONS; AND BOTH TIMES WERE FALSE TARGETS.
