Narrative:
Before the shift came in between XA45-XB00 and they relieved the controllers who had worked the previous shift; the previous shift is from XR30 pm to XB30 am. At tulsa we have a lot of departure traffic between XA45-XB30 am. We have to call tmu for releases on several aircraft and issue clrncs to many aircraft. We also have to work ground and local control with 1 controller. The other controller is working radar. The problem we have now is management has forced the crew to start their shift between XB00-XB15 am. When a controller signs on for work at XB00 he or she must read briefing items; check with the supervisor for a work assignment; take a 2 min ride to the tower; and get a relief briefing from the previous shift controller. So with management's new shifts a controller who has worked 16 of the last 24 hours; is now forced to work a heavy load of traffic.

Title: TUL CTLR EXPRESSED CONCERN REGARDING NEW SHIFT TIME ASSIGNMENTS AND STAFFING THAT RESULT IN THE SHIFT WORKING A HEAVY DEP RUSH.
Narrative: BEFORE THE SHIFT CAME IN BTWN XA45-XB00 AND THEY RELIEVED THE CTLRS WHO HAD WORKED THE PREVIOUS SHIFT; THE PREVIOUS SHIFT IS FROM XR30 PM TO XB30 AM. AT TULSA WE HAVE A LOT OF DEP TFC BTWN XA45-XB30 AM. WE HAVE TO CALL TMU FOR RELEASES ON SEVERAL ACFT AND ISSUE CLRNCS TO MANY ACFT. WE ALSO HAVE TO WORK GND AND LCL CTL WITH 1 CTLR. THE OTHER CTLR IS WORKING RADAR. THE PROB WE HAVE NOW IS MGMNT HAS FORCED THE CREW TO START THEIR SHIFT BTWN XB00-XB15 AM. WHEN A CTLR SIGNS ON FOR WORK AT XB00 HE OR SHE MUST READ BRIEFING ITEMS; CHK WITH THE SUPVR FOR A WORK ASSIGNMENT; TAKE A 2 MIN RIDE TO THE TWR; AND GET A RELIEF BRIEFING FROM THE PREVIOUS SHIFT CTLR. SO WITH MGMNT'S NEW SHIFTS A CTLR WHO HAS WORKED 16 OF THE LAST 24 HRS; IS NOW FORCED TO WORK A HVY LOAD OF TFC.
