Narrative:
Center left us high into ZZZ due to active MOA. Selected flaps 9 degrees below 250; received flap fail EICAS. Flaps failed at zero. Informed ATC; ran QRH and determined planned approach/runway were acceptable. Entered IMC at 5000 ft MSL and encountered moderate rime ice. Approximately 6 mi north; captain and first officer noticed conflicting course information on cdis; despite positive identify of VOR. Additionally first officer as pm had been monitoring VOR for approximately 150 mi as pm. Aborted approach and requested vectors for ILS runway X. No identify or course information ever received for this approach; and when we reselected the VOR we were also unable to receive it. Climbed out of IMC to assess the situation; determined no VHF navigation was operative and WX was the same at the alternate. Fuel on board was 3000 pounds; diverting to ZZZ1 would have resulted in 2000 pounds fob with same WX. Ceiling/visibility were above ASR minimums. We declared an emergency due to ASR not being listed in operation specifications; then landed using the ASR approach.

Narrative: CTR LEFT US HIGH INTO ZZZ DUE TO ACTIVE MOA. SELECTED FLAPS 9 DEGS BELOW 250; RECEIVED FLAP FAIL EICAS. FLAPS FAILED AT ZERO. INFORMED ATC; RAN QRH AND DETERMINED PLANNED APCH/RWY WERE ACCEPTABLE. ENTERED IMC AT 5000 FT MSL AND ENCOUNTERED MODERATE RIME ICE.
