Narrative:
Post maintenance flight after replacing engine 100 hour airframe inspection replacing bilateral support under transmission. Director of operations was notified as per operations manual for request for flight check. Permission was granted. Problem: nr (main rotor speed) was found to be high on the ground. A rigging move was made; and flight check was continued to the hover phase. Found nr was high (just) moved to forward flight under ATC control approach. At 3088 ft; rechked main rotor speed; found it to be too high although all other parameters were ok. Re-rigged fuel control 3 times with no result. Called it a day after 16 1/2 hours. On feb/mon; re-rigged aircraft from scratch located problem repaired it and re-flew; nr was now within 'ft' manual limits. Pilot then told us that the nr was always high; and company base lead told then just to flight it. Aircraft was check-flown before a logbook entry or release to service was completed. As of this date maintenance entry has [not] yet been completed.
