Narrative:

Since APU inoperative and external power at gate inoperative on arrival; left engine had to be kept running until good ground power connected to aircraft (it took 9 mins!). Although engine was running and anti-collision lights were on; fuelers hooked up and started fueling aircraft. Training fuelers and ramp crew about why you don't want to do this. With the rapid turnover in both position; training has to be stepped up to run a safe operation -- management has to make a real commitment to safety with real resources. Talking about safety while ignoring real problems doesn't make it happen.

Title: B737-900 CAPTAIN REPORTS GND CREWS BEGAN FUELING THEIR ACFT AT THE GATE DESPITE ONE ENGINE STILL RUNNING DUE TO NO ELECTRICAL POWER AVAILABLE.

Narrative: SINCE APU INOP AND EXTERNAL PWR AT GATE INOP ON ARR; L ENG HAD TO BE KEPT RUNNING UNTIL GOOD GND PWR CONNECTED TO ACFT (IT TOOK 9 MINS!). ALTHOUGH ENG WAS RUNNING AND ANTI-COLLISION LIGHTS WERE ON; FUELERS HOOKED UP AND STARTED FUELING ACFT. TRAINING FUELERS AND RAMP CREW ABOUT WHY YOU DON'T WANT TO DO THIS. WITH THE RAPID TURNOVER IN BOTH POS; TRAINING HAS TO BE STEPPED UP TO RUN A SAFE OP -- MGMNT HAS TO MAKE A REAL COMMITMENT TO SAFETY WITH REAL RESOURCES. TALKING ABOUT SAFETY WHILE IGNORING REAL PROBS DOESN'T MAKE IT HAPPEN.
