Narrative:

The #2 engine on the aircraft was on an approved extended overhaul limit by the previous operator. Prior to operation; the maintenance program was discussed with the principal maintenance inspector (pmi) at the flight standards district office (FSDO) of the FAA; along with our intent to continue to operate the engine for the remaining 250 (approximately) hours. Although the pmi agreed with our proposed course of action; the company failed to provide written notice to the FSDO prior to the start of operations. This failure could be interpreted as a violation of 14 crash fire rescue equipment; part 91-409 (F); in that we did not provide the information related to the selected program to the FAA in writing. As a result; the company operated the #2 engine on the DHC6 aircraft beyond the manufacturer's recommended engine overhaul limit between jan/tue/07; and feb/tue/07 (for a total operating time of 25 hours and 35 mins). Upon discovery of this problem; the company removed the aircraft from service and notified the pmi at the FSDO (feb/wed/07). A letter was prepared on feb/thu/07; and presented a letter to the FSDO clarifying the program guidelines. The FSDO accepted the program and the company returned the aircraft to service on feb/fri/07.
