Narrative:
We were on a 1 mi base leg; cleared to land at apc when a PA24 who had just taken off said he wished to return. He declared he did not have an emergency and he was on base leg. The tower told us to extend our downwind; which would have put us on final going the wrong way. I looked to the right; saw the PA24 and elected to fly through the final and enter a right downwind. The PA24 never said he was on final or declared where he was on downwind.

Title: A BE90 ON A DOWNWIND APCHING APC HAD A NEAR MISS WITH A PA24 MAKING A NON-EMER IMMEDIATE RETURN.
Narrative: WE WERE ON A 1 MI BASE LEG; CLRED TO LAND AT APC WHEN A PA24 WHO HAD JUST TAKEN OFF SAID HE WISHED TO RETURN. HE DECLARED HE DID NOT HAVE AN EMER AND HE WAS ON BASE LEG. THE TWR TOLD US TO EXTEND OUR DOWNWIND; WHICH WOULD HAVE PUT US ON FINAL GOING THE WRONG WAY. I LOOKED TO THE R; SAW THE PA24 AND ELECTED TO FLY THROUGH THE FINAL AND ENTER A R DOWNWIND. THE PA24 NEVER SAID HE WAS ON FINAL OR DECLARED WHERE HE WAS ON DOWNWIND.
