Narrative:

Observed ramp person walk through the propeller restr area after inserting the chocks. The engine was just shut down after receiving the chocks in signal and propeller was still spinning. Upon parking in ZZZ1 at gate the ramp coordinator who was the lead marshaller; removed the chocks from the jetbridge and then placed them along side the parking T. By doing so he placed the chocks in the clear zone. I signaled that the chocks needed to be removed from the clear zone. They were moved with demonstrated frustration. Upon parking in ZZZ2 at the gate the chocks were taken off the jetbridge and placed in the clear zone next to the top of the marked propeller restr area. I signaled that the chocks needed to be removed and the ramp person did not seem to understand. They were finally moved clear of the clear zone prior to parking. After receiving the chocks in signal; I observed the ramp person then walk between the jetway and the propeller which was still spinning down after engine shutdown. He then walked through the propeller area markings and 2 other ramp people then walked into the restr area inside the wingtip; under the wing to talk to him. During the process of docking the jetway to the aircraft the canopy was run up and down on the window and the agent seemed to have no concern. Upon getting her attention to have the canopy moved off the window; she then moved it off and back on dragging it across the window a second time; prior to it being repositioned to keep the canopy clear of the aircraft window. The canopy appeared to be in a degraded condition and not secured properly. Prior to parking in ZZZ3 at the gate I observed the chocks placed within the clear zone near the parking T. The marshaller then attempted to marshal the aircraft with the chocks in the clear zone. I signaled that the chocks needed to be moved and he did not seem to understand my concern. The chocks were moved prior to parking. The canopy was allowed to contact the aircraft window during jetway operations and the agent seemed to have no concern for this. While trying to establish 2 way communication with a person who was being trained to do pushback operations in ZZZ4 at the gate I received hand signals as the microphone was apparently inoperative. I questioned the ramp person if the microphone was actually inoperative and he nodded yes. After pushback completion I could hear the microphone activate while the headset was being disconnected. Prior to parking in ZZZ5 at the gate; I noticed that the chocks were left in the clear zone near the parking T. Prior to parking I signaled that they needed to be moved. During postflt walkaround; I then noticed that a gpu was located near the fuel bowser but was not with any containment area. Next to the gpu was what appears to be a trash bin. It was also in the clear zone. Continued lack of SOP compliance by ramp personnel. I observed numerous SOP non compliances from many ramp personnel. To the best of my ability I tried to communicate to the ramp people what needed to be done. Often they appeared to not understand what I was requesting and seemed to have no understanding of clear zone requirements and the importance of the propeller restr area. Suggestions: ramp procedures continue to show little regard to SOP compliance. Seeing that often the people involved are also ramp coordinators; it appears that there is little understanding even within the ramp leadership. Ramp personnel appear to be inadequately trained; poorly supervised and respond to flight crews with confusion and frustrated attitude.

Title: A PILOT REPORTS NUMEROUS SAFETY VIOLATIONS BY ACR RAMP PERSONNEL. THE MAJOR CONCERNS ARE: CHOCK OPS; WALKING IN SAFETY ZONES AND JETBRIDGE OPS.

Narrative: OBSERVED RAMP PERSON WALK THROUGH THE PROP RESTR AREA AFTER INSERTING THE CHOCKS. THE ENG WAS JUST SHUT DOWN AFTER RECEIVING THE CHOCKS IN SIGNAL AND PROP WAS STILL SPINNING. UPON PARKING IN ZZZ1 AT GATE THE RAMP COORDINATOR WHO WAS THE LEAD MARSHALLER; REMOVED THE CHOCKS FROM THE JETBRIDGE AND THEN PLACED THEM ALONG SIDE THE PARKING T. BY DOING SO HE PLACED THE CHOCKS IN THE CLR ZONE. I SIGNALED THAT THE CHOCKS NEEDED TO BE REMOVED FROM THE CLR ZONE. THEY WERE MOVED WITH DEMONSTRATED FRUSTRATION. UPON PARKING IN ZZZ2 AT THE GATE THE CHOCKS WERE TAKEN OFF THE JETBRIDGE AND PLACED IN THE CLR ZONE NEXT TO THE TOP OF THE MARKED PROP RESTR AREA. I SIGNALED THAT THE CHOCKS NEEDED TO BE REMOVED AND THE RAMP PERSON DID NOT SEEM TO UNDERSTAND. THEY WERE FINALLY MOVED CLR OF THE CLR ZONE PRIOR TO PARKING. AFTER RECEIVING THE CHOCKS IN SIGNAL; I OBSERVED THE RAMP PERSON THEN WALK BTWN THE JETWAY AND THE PROP WHICH WAS STILL SPINNING DOWN AFTER ENG SHUTDOWN. HE THEN WALKED THROUGH THE PROP AREA MARKINGS AND 2 OTHER RAMP PEOPLE THEN WALKED INTO THE RESTR AREA INSIDE THE WINGTIP; UNDER THE WING TO TALK TO HIM. DURING THE PROCESS OF DOCKING THE JETWAY TO THE ACFT THE CANOPY WAS RUN UP AND DOWN ON THE WINDOW AND THE AGENT SEEMED TO HAVE NO CONCERN. UPON GETTING HER ATTN TO HAVE THE CANOPY MOVED OFF THE WINDOW; SHE THEN MOVED IT OFF AND BACK ON DRAGGING IT ACROSS THE WINDOW A SECOND TIME; PRIOR TO IT BEING REPOSITIONED TO KEEP THE CANOPY CLR OF THE ACFT WINDOW. THE CANOPY APPEARED TO BE IN A DEGRADED CONDITION AND NOT SECURED PROPERLY. PRIOR TO PARKING IN ZZZ3 AT THE GATE I OBSERVED THE CHOCKS PLACED WITHIN THE CLR ZONE NEAR THE PARKING T. THE MARSHALLER THEN ATTEMPTED TO MARSHAL THE ACFT WITH THE CHOCKS IN THE CLR ZONE. I SIGNALED THAT THE CHOCKS NEEDED TO BE MOVED AND HE DID NOT SEEM TO UNDERSTAND MY CONCERN. THE CHOCKS WERE MOVED PRIOR TO PARKING. THE CANOPY WAS ALLOWED TO CONTACT THE ACFT WINDOW DURING JETWAY OPS AND THE AGENT SEEMED TO HAVE NO CONCERN FOR THIS. WHILE TRYING TO ESTABLISH 2 WAY COM WITH A PERSON WHO WAS BEING TRAINED TO DO PUSHBACK OPS IN ZZZ4 AT THE GATE I RECEIVED HAND SIGNALS AS THE MIKE WAS APPARENTLY INOP. I QUESTIONED THE RAMP PERSON IF THE MIKE WAS ACTUALLY INOP AND HE NODDED YES. AFTER PUSHBACK COMPLETION I COULD HEAR THE MIKE ACTIVATE WHILE THE HEADSET WAS BEING DISCONNECTED. PRIOR TO PARKING IN ZZZ5 AT THE GATE; I NOTICED THAT THE CHOCKS WERE LEFT IN THE CLR ZONE NEAR THE PARKING T. PRIOR TO PARKING I SIGNALED THAT THEY NEEDED TO BE MOVED. DURING POSTFLT WALKAROUND; I THEN NOTICED THAT A GPU WAS LOCATED NEAR THE FUEL BOWSER BUT WAS NOT WITH ANY CONTAINMENT AREA. NEXT TO THE GPU WAS WHAT APPEARS TO BE A TRASH BIN. IT WAS ALSO IN THE CLR ZONE. CONTINUED LACK OF SOP COMPLIANCE BY RAMP PERSONNEL. I OBSERVED NUMEROUS SOP NON COMPLIANCES FROM MANY RAMP PERSONNEL. TO THE BEST OF MY ABILITY I TRIED TO COMMUNICATE TO THE RAMP PEOPLE WHAT NEEDED TO BE DONE. OFTEN THEY APPEARED TO NOT UNDERSTAND WHAT I WAS REQUESTING AND SEEMED TO HAVE NO UNDERSTANDING OF CLR ZONE REQUIREMENTS AND THE IMPORTANCE OF THE PROP RESTR AREA. SUGGESTIONS: RAMP PROCS CONTINUE TO SHOW LITTLE REGARD TO SOP COMPLIANCE. SEEING THAT OFTEN THE PEOPLE INVOLVED ARE ALSO RAMP COORDINATORS; IT APPEARS THAT THERE IS LITTLE UNDERSTANDING EVEN WITHIN THE RAMP LEADERSHIP. RAMP PERSONNEL APPEAR TO BE INADEQUATELY TRAINED; POORLY SUPERVISED AND RESPOND TO FLT CREWS WITH CONFUSION AND FRUSTRATED ATTITUDE.
