Narrative:
I briefed a runway 8 departure out of ont on the POM7 departure. I briefed the 7000 ft restr but failed to check the MCP which was set at 14000 ft; our initial cleared altitude. Took off and encountered moderate turbulence. Passing 7300 ft on the downwind portion of the departure; I realized the error and began the leveloff planning to descend back to 7000 ft. At that same time; ATC instructed us to level at 8000 ft and reminded us of the 7000 ft restr at the pom VOR. I was not aware of any traffic conflicts. I believe the unusual runway 8 departure out of ont coupled with briefing the adverse profile departure led to missing the altitude set incorrectly on the MCP. Additionally; the moderate turbulence contributed to missing the leveloff. Taking additional time briefing and checking during times when there are unusual or adverse conditions. Supplemental information from acn 729707: I wonder if there is a more attention getting way of accentuating the restrs on the SID; such as bold; larger; or initialized font.
Original NASA ASRS Text
Title: ACR FLT CREW DEPARTING ONT ON THE POM DEP FAIL TO OBSERVE XING RESTR AT POM VORTAC AS CHARTED.
Narrative: I BRIEFED A RWY 8 DEP OUT OF ONT ON THE POM7 DEP. I BRIEFED THE 7000 FT RESTR BUT FAILED TO CHK THE MCP WHICH WAS SET AT 14000 FT; OUR INITIAL CLRED ALT. TOOK OFF AND ENCOUNTERED MODERATE TURB. PASSING 7300 FT ON THE DOWNWIND PORTION OF THE DEP; I REALIZED THE ERROR AND BEGAN THE LEVELOFF PLANNING TO DSND BACK TO 7000 FT. AT THAT SAME TIME; ATC INSTRUCTED US TO LEVEL AT 8000 FT AND REMINDED US OF THE 7000 FT RESTR AT THE POM VOR. I WAS NOT AWARE OF ANY TFC CONFLICTS. I BELIEVE THE UNUSUAL RWY 8 DEP OUT OF ONT COUPLED WITH BRIEFING THE ADVERSE PROFILE DEP LED TO MISSING THE ALT SET INCORRECTLY ON THE MCP. ADDITIONALLY; THE MODERATE TURB CONTRIBUTED TO MISSING THE LEVELOFF. TAKING ADDITIONAL TIME BRIEFING AND CHKING DURING TIMES WHEN THERE ARE UNUSUAL OR ADVERSE CONDITIONS. SUPPLEMENTAL INFO FROM ACN 729707: I WONDER IF THERE IS A MORE ATTN GETTING WAY OF ACCENTUATING THE RESTRS ON THE SID; SUCH AS BOLD; LARGER; OR INITIALIZED FONT.
