Narrative:
We are transitioning to stars from satds. At the local control #1 position it is satd and at the local control #2 position stars. Our local flight schools have assigned codes which tag up on the stars but not the satds which is very confusing. 2 local aircraft (ARTS IIIE) called in from the same area at the same time. I was at local #1 using satds system and neither aircraft tagged up. I gave traffic about each other and entry instructions. One aircraft (aircraft Z) appeared to have an instructor on board; the other aircraft (aircraft X) appeared to be a solo student. Both aircraft were given left traffic to runway 30. One of the aircraft which turned out to be aircraft X maneuvered incorrectly ending up opposite direction to the upwind of runway 30. I issued traffic and amended his entry instructions. When he didn't appear to correct; I gave him additional instructions to report inbound from chino valley for a right 45 degree entry to runway 30. I also gave him more traffic about departing aircraft. I depart aircraft Y to the north and gave him traffic about the inbound air carrier. As I was getting relieved and giving the relief briefing; I issued more traffic to aircraft Y and aircraft X. Aircraft Y reported traffic in sight stating he just flew by me. Aircraft X reported traffic in sight that the aircraft flew under him. The relieving controller then said 'welcome to the VFR environment' or something to that effect. At that time I was the only cpc on the shift.

ACFT Y RPTED TFC IN SIGHT STATING HE JUST FLEW BY ME. ACFT X RPTED TFC IN SIGHT THAT THE ACFT FLEW UNDER HIM. THE RELIEVING CTLR THEN SAID 'WELCOME TO THE VFR ENVIRONMENT' OR SOMETHING TO THAT EFFECT. AT THAT TIME I WAS THE ONLY CPC ON THE SHIFT.
