Narrative:
During preflight walkaround the fueler was using his cell phone while fueling the aircraft. He was physically less than 3 ft from the fuel nozzle attached to the wing while using his cell phone. I discussed this with him but also wanted to bring this to your attention to ensure ground personnel are aware of this safety issue. Callback conversation with reporter revealed the following information: reporter stated that during the walkaround he noted the individual fueling the aircraft was talking on his cell phone. The reporter was concerned that the use of the phone so close to the fueling attachment had the possibility of some sort of ignition occurring and this concerned him. He discussed the situation with the individual and also brought it to the attention of the ramp supervisor. The reporter stated that he has seen other individuals using their cell phones in the ramp area; however; this was the first incident regarding fueling and the use of a cell phone.

Title: A319 PLT IS CONCERNED WITH USE OF CELL PHONE DURING FUELING OPS.
Narrative: DURING PREFLT WALKAROUND THE FUELER WAS USING HIS CELL PHONE WHILE FUELING THE ACFT. HE WAS PHYSICALLY LESS THAN 3 FT FROM THE FUEL NOZZLE ATTACHED TO THE WING WHILE USING HIS CELL PHONE. I DISCUSSED THIS WITH HIM BUT ALSO WANTED TO BRING THIS TO YOUR ATTN TO ENSURE GND PERSONNEL ARE AWARE OF THIS SAFETY ISSUE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT DURING THE WALKAROUND HE NOTED THE INDIVIDUAL FUELING THE ACFT WAS TALKING ON HIS CELL PHONE. THE RPTR WAS CONCERNED THAT THE USE OF THE PHONE SO CLOSE TO THE FUELING ATTACHMENT HAD THE POSSIBILITY OF SOME SORT OF IGNITION OCCURRING AND THIS CONCERNED HIM. HE DISCUSSED THE SITUATION WITH THE INDIVIDUAL AND ALSO BROUGHT IT TO THE ATTN OF THE RAMP SUPVR. THE RPTR STATED THAT HE HAS SEEN OTHER INDIVIDUALS USING THEIR CELL PHONES IN THE RAMP AREA; HOWEVER; THIS WAS THE FIRST INCIDENT REGARDING FUELING AND THE USE OF A CELL PHONE.
