Narrative:
While working the R33 geneva sector at ZJX air carrier X was inbound to orlando international airport. I instructed air carrier X to cross 55 NM northwest of the ugene intersection. Air carrier X replied that he would. I noticed air carrier X converging with air carrier Y; a B737 sbound on J89. I cleared air carrier X direct ugene intersection. It was about a 30 degree left turn away from air carrier Y. Air carrier X responded direct ugene. I noticed that air carrier X was not turning and called for air carrier Y to turn right 20 degrees. Air carrier Y did not respond. I told air carrier X to turn left 20 degrees; he responded roger. I attempted to call air carrier Y again; no response. I called ZTL macon sector and had them turn air carrier Y 20 degrees right. Air carrier Y checked on my frequency shortly thereafter on his new heading. After separation was restored I cleared air carrier X direct to ugene. He responded he was unable to proceed direct. I cleared him on a heading to rejoin the arrival to mco.

I NOTICED THAT ACR X WAS NOT TURNING AND CALLED FOR ACR Y TO TURN R 20 DEGS. ACR Y DID NOT RESPOND. I TOLD ACR X TO TURN L 20 DEGS; HE RESPONDED ROGER. I ATTEMPTED TO CALL ACR Y AGAIN; NO RESPONSE. I CALLED ZTL MACON SECTOR AND HAD THEM TURN ACR Y 20 DEGS R. ACR Y CHKED ON MY FREQ SHORTLY THEREAFTER ON HIS NEW HDG. AFTER SEPARATION WAS RESTORED I CLRED ACR X DIRECT TO UGENE. HE RESPONDED HE WAS UNABLE TO PROCEED DIRECT. I CLRED HIM ON A HDG TO REJOIN THE ARR TO MCO.
