Narrative:
Intermediate cruise at 3000 ft MSL 25 west of ZZZ. Flight attendant calls cockpit and reports a smell like burning paper. First officer adjusted environmental controls. Flight attendant then reported smoke in the cabin. I (PF) notified ATC; declared an emergency and received a vector back to land at departure airport. Uneventful landing about 10 mins later. ATC did a fantastic job. Fire crews met aircraft as we taxied clear of runway. They noted nothing abnormal and escorted us to a gate where we disembarked passenger and maintenance began inspecting aircraft.
