Narrative:

Aircraft #1 on approach (ILS runway 24) at elm descending out of 3300 ft MSL. Aircraft #2 on a vector (heading unknown). I brought it to the attention of the radar controller that it looked close and he turned the #2 aircraft to a 90 degree heading. The training here at elm is the worst I have ever seen in the FAA. Controllers' phraseology is atrocious; and uncorrected by management. We need unannounced evals of people working position to curb the apathetic behavior.

Title: ELM LCL CTLR WITNESSED PROBABLE OPERROR AT APPROX 4000 WHEN RADAR CTLR ISSUED QUESTIONABLE VECTOR.

Narrative: ACFT #1 ON APCH (ILS RWY 24) AT ELM DSNDING OUT OF 3300 FT MSL. ACFT #2 ON A VECTOR (HDG UNKNOWN). I BROUGHT IT TO THE ATTN OF THE RADAR CTLR THAT IT LOOKED CLOSE AND HE TURNED THE #2 ACFT TO A 90 DEG HDG. THE TRAINING HERE AT ELM IS THE WORST I HAVE EVER SEEN IN THE FAA. CTLRS' PHRASEOLOGY IS ATROCIOUS; AND UNCORRECTED BY MGMNT. WE NEED UNANNOUNCED EVALS OF PEOPLE WORKING POS TO CURB THE APATHETIC BEHAVIOR.
