Narrative:
Aircraft X was climbed to 13000 ft in the west box of the ord north climb corridor. Aircraft X was not put on ZAU frequency and entered mke a airspace at 13000 ft. Mke a airspace was given a pointout on aircraft X by ZAU at the last possible instant. Aircraft X did not talk to ZAU until 10 mi inside mke approach airspace. If ord would not answer the short line ZAU would have no way of missing an airspace deviation departing the climb corridor. This is a very dangerous situation and the procedure needs to be changed.

Narrative: ACFT X WAS CLBED TO 13000 FT IN THE W BOX OF THE ORD N CLB CORRIDOR. ACFT X WAS NOT PUT ON ZAU FREQ AND ENTERED MKE A AIRSPACE AT 13000 FT. MKE A AIRSPACE WAS GIVEN A POINTOUT ON ACFT X BY ZAU AT THE LAST POSSIBLE INSTANT. ACFT X DID NOT TALK TO ZAU UNTIL 10 MI INSIDE MKE APCH AIRSPACE. IF ORD WOULD NOT ANSWER THE SHORT LINE ZAU WOULD HAVE NO WAY OF MISSING AN AIRSPACE DEV DEPARTING THE CLB CORRIDOR. THIS IS A VERY DANGEROUS SITUATION AND THE PROC NEEDS TO BE CHANGED.
