Narrative:

Aircraft was instructed to taxi to the ramp. The aircraft turned onto a runway that parallels the taxiway. The runway was active; but not in use. No other aircraft were involved. This runway is sometimes used for aircraft taxi operations. Some controllers allow this when a pilot requests it. This leads pilots to believe it is proper to use a runway to taxi on without permission. 'Taxi to the ramp' allows an aircraft to 'cross' runways along the most direct route to parking; but does not allow the runway as a 'route' to the ramp. The controller was alone in the tower and carrying out other duties and did not detect the aircraft on runway 5 til it was on the runway.

Title: SHV CTLR DESCRIBED INCIDENT WHEN ACFT EXITING RWY USED ANOTHER RWY FOR TAXI WITHOUT ATC APPROVAL RESULTING IN A PLTDEV.

Narrative: ACFT WAS INSTRUCTED TO TAXI TO THE RAMP. THE ACFT TURNED ONTO A RWY THAT PARALLELS THE TXWY. THE RWY WAS ACTIVE; BUT NOT IN USE. NO OTHER ACFT WERE INVOLVED. THIS RWY IS SOMETIMES USED FOR ACFT TAXI OPS. SOME CTLRS ALLOW THIS WHEN A PLT REQUESTS IT. THIS LEADS PLTS TO BELIEVE IT IS PROPER TO USE A RWY TO TAXI ON WITHOUT PERMISSION. 'TAXI TO THE RAMP' ALLOWS AN ACFT TO 'CROSS' RWYS ALONG THE MOST DIRECT RTE TO PARKING; BUT DOES NOT ALLOW THE RWY AS A 'RTE' TO THE RAMP. THE CTLR WAS ALONE IN THE TWR AND CARRYING OUT OTHER DUTIES AND DID NOT DETECT THE ACFT ON RWY 5 TIL IT WAS ON THE RWY.
