Narrative:
A near miss occurred when a seaplane; twin otter on floats; making an approach to landing in the charlotte amalie harbor flew directly over a helicopter departing cyril east king airport. The twin otter was operating with the TCAS deferred. Tower did not advise either aircraft of the other. I was the PF of the otter and the PNF advised me of the aircraft passing below us. We were at 500 ft AGL making a right turn to final. Moments later the helicopter reported a fixed wing aircraft flew just above. Tower acknowledged. Then the first officer stated that the traffic for the twin otter was no factor. I disagree with the first officer's statement. The helicopter was a factor and there was no option for evasive action which was appropriate.

Title: A DHC6300 FLOAT PLANE PILOT REPORTS A NEAR MISS AT 500 FT APCHING STT AFTER ATC FAILED TO ADVISE THEM OF A DEPARTING HELICOPTER.
Narrative: A NEAR MISS OCCURRED WHEN A SEAPLANE; TWIN OTTER ON FLOATS; MAKING AN APCH TO LNDG IN THE CHARLOTTE AMALIE HARBOR FLEW DIRECTLY OVER A HELI DEPARTING CYRIL E KING ARPT. THE TWIN OTTER WAS OPERATING WITH THE TCAS DEFERRED. TWR DID NOT ADVISE EITHER ACFT OF THE OTHER. I WAS THE PF OF THE OTTER AND THE PNF ADVISED ME OF THE ACFT PASSING BELOW US. WE WERE AT 500 FT AGL MAKING A R TURN TO FINAL. MOMENTS LATER THE HELI RPTED A FIXED WING ACFT FLEW JUST ABOVE. TWR ACKNOWLEDGED. THEN THE FO STATED THAT THE TFC FOR THE TWIN OTTER WAS NO FACTOR. I DISAGREE WITH THE FO'S STATEMENT. THE HELI WAS A FACTOR AND THERE WAS NO OPTION FOR EVASIVE ACTION WHICH WAS APPROPRIATE.
