Dual failure of rudder limiting system; ECAM actions failed to reinstate system. Contacted maintenance technician and dispatch; elected to declare emergency and divert to ZZZ1. Landed overweight at 323000 pounds at 200 FPM. Maintenance action placarded #1 system and replaced #2 computer.
