Narrative:

On approach to mdt the crew had many distrs including: 1) a 10TH stage bleed valve sticking that prohibited xferring bleed air to the APU. 2) an erratic GS indication from the ILS causing the autoplt to malfunction and forcing the first officer to fly by hand. 3) 2 aircraft being cleared for takeoff prior to our arrival resulting in a landing clearance on a short (2 mi) final. 4) GPWS 'too low; terrain' aural and flashing amber light on the glare shield on very short final. The crew determined that they were in VMC and there was no chance of terrain contact and attempted to silence the warning. The warning continued until just prior to touchdown. Upon landing it was noticed that the thrust reversers were not armed and the first officer (who was the PF) smoothly applied the brakes bringing the aircraft to a safe taxi speed in 7000 ft of the 10000 ft runway. Upon clearing the runway we noticed that the flaps were still at 30 degrees versus the normal 45 degrees and determined that the before landing check had not been completed. At no time during the approach and landing was the safety of the passenger or crew in any doubt.

Title: A CL65 FLT CREW LANDED WITHOUT COMPLETING THE FINAL DESCENT CHECKLIST.

THE CREW DETERMINED THAT THEY WERE IN VMC AND THERE WAS NO CHANCE OF TERRAIN CONTACT AND ATTEMPTED TO SILENCE THE WARNING. THE WARNING CONTINUED UNTIL JUST PRIOR TO TOUCHDOWN. UPON LNDG IT WAS NOTICED THAT THE THRUST REVERSERS WERE NOT ARMED AND THE FO (WHO WAS THE PF) SMOOTHLY APPLIED THE BRAKES BRINGING THE ACFT TO A SAFE TAXI SPD IN 7000 FT OF THE 10000 FT RWY. UPON CLRING THE RWY WE NOTICED THAT THE FLAPS WERE STILL AT 30 DEGS VERSUS THE NORMAL 45 DEGS AND DETERMINED THAT THE BEFORE LNDG CHK HAD NOT BEEN COMPLETED. AT NO TIME DURING THE APCH AND LNDG WAS THE SAFETY OF THE PAX OR CREW IN ANY DOUBT.
