Narrative:
New noise abatement procedures implemented at mia in february create an unsafe situation. When mia is in a west operation; all jets departing runways 26R; 26L; and 27 are given a 270 degree heading on departure; regardless of direction of flight. If a departure who will be sbound departs runway 26L; and a northbound departs runway 27; your initial separation -- while good when aircraft departed -- will be lost when one of the aircraft is turned. To avoid this; aircraft must be taken far west before turned on course and climbed. They then become a factor for the arrival traffic into mia and fll. If an aircraft departs runway 30; he is given a 305 degree heading. This is an even worse situation for a sbound departure! Safety has been compromised in the interest of noise abatement. No controller was present when these decisions were made; and they were made without consideration for the traffic and complexity involved. This procedure affects the local controller; the departure controllers; and the pilots. Delays and errors will increase; it is not safe.

Narrative: NEW NOISE ABATEMENT PROCS IMPLEMENTED AT MIA IN FEBRUARY CREATE AN UNSAFE SITUATION. WHEN MIA IS IN A W OP; ALL JETS DEPARTING RWYS 26R; 26L; AND 27 ARE GIVEN A 270 DEG HDG ON DEP; REGARDLESS OF DIRECTION OF FLT. IF A DEP WHO WILL BE SBOUND DEPARTS RWY 26L; AND A NBOUND DEPARTS RWY 27; YOUR INITIAL SEPARATION -- WHILE GOOD WHEN ACFT DEPARTED -- WILL BE LOST WHEN ONE OF THE ACFT IS TURNED. TO AVOID THIS; ACFT MUST BE TAKEN FAR W BEFORE TURNED ON COURSE AND CLBED. THEY THEN BECOME A FACTOR FOR THE ARR TFC INTO MIA AND FLL. IF AN ACFT DEPARTS RWY 30; HE IS GIVEN A 305 DEG HDG. THIS IS AN EVEN WORSE SITUATION FOR A SBOUND DEP! SAFETY HAS BEEN COMPROMISED IN THE INTEREST OF NOISE ABATEMENT.
