Narrative:

Aircraft heavy weight 408.7 on taxi. No APU pneumatics for packs to cool aircraft. Ground does not allow engine run at gate for more than 5 mins. Pushed to hold on taxiway to cool aircraft with engines. Right engine had some eec status messages. Shut down the right engine to attempt clear and reset. Had to do xbleed start due to no APU as stated. Cleared runway and taxi back to runway. No attempt to take off due to overweight for takeoff. Captain added power in taxi and used brakes to control speed during xbleed start. When arriving at the runway again; tower advises need to take off or wait for 3 hours. Still 400 pounds overweight. Brake indicator status comes on. Right brakes 7 and rising. Cleared runway and parked on taxiway. Right front brakes reached 9;9. Hot brakes charts referred to. Indicates probable fuse plug melt. Tower insist on moving aircraft. Captain refuses. Request fire department. Again request fire department. No response by tower; says support personnel may not go to taxiway. Captain declares ground emergency and fire department twice. No response. We never received any fire department support. This presents an extreme safety hazard. Probable cause of hot brakes; extensive taxi; increased power to burn fuel down for slot time. Uncooperative ATC; in that they could have swapped slot times. Extreme cabin temperature. Engine shutdown and restart. Xbleed start while taxi and using brakes to slow aircraft.
