Narrative:
I obtained a WX brief on 4/sat/07 by calling 1-800-wxbrief at approximately xa:00. During the briefing I requested NOTAMS. There were no NOTAMS for mqy. Upon arrival at mqy at approximately xd:45; I was informed of several taxiway closures. I called FSS again at approximately xe:10 and asked for NOTAMS for mqy. Again; I was told there were no NOTAMS. On 4/mon/07 I complained to the airport manager about the lack of NOTAMS. I was informed that they had tried for several hours to issue NOTAMS and were unable to do so. This could present an unsafe situation and should be addressed.supplemental information from reporter acn 735698: multiple attempts to issue NOTAMS through flight service center were unsuccessful resulting in congestion on the airfield and potential safety issues. ATC tower operators were told they had no authority to issue NOTAMS when in fact they do have that capability. I then attempted to make the phone calls to issue NOTAMS. I either got a busy signal or an answer; followed immediately by a dead phone line. NOTAMS were finally issued about 2 hours following initial attempt.

Title: A PLT RPTS THAT NOTAMS ISSUED FOR MQY WERE NOT AVAILABLE TO WX BRIEF. NOTAM SYSTEM WOULD NOT ACCEPT MQY NOTAM INPUTS.

ON 4/MON/07 I COMPLAINED TO THE ARPT MANAGER ABOUT THE LACK OF NOTAMS. I WAS INFORMED THAT THEY HAD TRIED FOR SEVERAL HOURS TO ISSUE NOTAMS AND WERE UNABLE TO DO SO. THIS COULD PRESENT AN UNSAFE SITUATION AND SHOULD BE ADDRESSED.SUPPLEMENTAL INFO FROM RPTR ACN 735698: MULTIPLE ATTEMPTS TO ISSUE NOTAMS THROUGH FLT SVC CTR WERE UNSUCCESSFUL RESULTING IN CONGESTION ON THE AIRFIELD AND POTENTIAL SAFETY ISSUES. ATC TWR OPERATORS WERE TOLD THEY HAD NO AUTHORITY TO ISSUE NOTAMS WHEN IN FACT THEY DO HAVE THAT CAPABILITY. I THEN ATTEMPTED TO MAKE THE PHONE CALLS TO ISSUE NOTAMS.
