Narrative:
Lear was cleared for takeoff runway 4 at lga. Power had been set with airspeed approaching 80 KTS. PF (captain; left seat) observed aircraft approaching intersection runway 4/31 after landing on runway 31. PF stated 'we are likely to have a problem.' air carrier was in intersection runway 4/31 as lga tower called 'takeoff clearance canceled.' abort initiated about 90 KIAS; used maximum reverse thrust and less than moderate wheel braking. Lear cleared runway 4 at taxiway east; air carrier cleared runway 31 at taxiway aa. Lear re-sequenced #9 for takeoff; subsequent departure normal. No passenger on board lear; light weight (fuel for repos to hpn). Less than moderate wheel braking; extended time for re-takeoff clearance. Did not require brake/tire inspection. After landing hpn; called lga tower supervisor; 'tower controller expected air carrier to clear runway 31 prior to runway 4; saw it was not going to happen canceled takeoff clearance of lear; no runway incursion; no loss of separation; tower controller did a good job.' I am not so sure of the no incursion/no loss of separation/good job. If lear had continued takeoff without canceled takeoff clearance or abort; air carrier would have been just clear of runway 4 but not yet 'clear of runway 31 at taxiway aa.' flight conducted under far 91.
Original NASA ASRS Text
Title: LR60 DEP RWY 4 AT LGA WAS ISSUED ATC ABORT WHEN ACR LNDG RWY 31 DID NOT EXIT BEFORE RWY INTXN AS EXPECTED.
Narrative: LEAR WAS CLRED FOR TKOF RWY 4 AT LGA. PWR HAD BEEN SET WITH AIRSPD APCHING 80 KTS. PF (CAPT; L SEAT) OBSERVED ACFT APCHING INTXN RWY 4/31 AFTER LNDG ON RWY 31. PF STATED 'WE ARE LIKELY TO HAVE A PROB.' ACR WAS IN INTXN RWY 4/31 AS LGA TWR CALLED 'TKOF CLRNC CANCELED.' ABORT INITIATED ABOUT 90 KIAS; USED MAX REVERSE THRUST AND LESS THAN MODERATE WHEEL BRAKING. LEAR CLRED RWY 4 AT TXWY E; ACR CLRED RWY 31 AT TXWY AA. LEAR RE-SEQUENCED #9 FOR TKOF; SUBSEQUENT DEP NORMAL. NO PAX ON BOARD LEAR; LIGHT WT (FUEL FOR REPOS TO HPN). LESS THAN MODERATE WHEEL BRAKING; EXTENDED TIME FOR RE-TKOF CLRNC. DID NOT REQUIRE BRAKE/TIRE INSPECTION. AFTER LNDG HPN; CALLED LGA TWR SUPVR; 'TWR CTLR EXPECTED ACR TO CLR RWY 31 PRIOR TO RWY 4; SAW IT WAS NOT GOING TO HAPPEN CANCELED TKOF CLRNC OF LEAR; NO RWY INCURSION; NO LOSS OF SEPARATION; TWR CTLR DID A GOOD JOB.' I AM NOT SO SURE OF THE NO INCURSION/NO LOSS OF SEPARATION/GOOD JOB. IF LEAR HAD CONTINUED TKOF WITHOUT CANCELED TKOF CLRNC OR ABORT; ACR WOULD HAVE BEEN JUST CLR OF RWY 4 BUT NOT YET 'CLR OF RWY 31 AT TXWY AA.' FLT CONDUCTED UNDER FAR 91.
