Narrative:

Working ZFW txk-lo (27) when I noticed a duplicate flight plan appear in the uret departure list for aircraft X. I did not think much about that since we had WX deviations and diversions all night. I was busy and did not have time to really analyze the duplicate. A short while later; I noticed a third flight plan appear for the same aircraft. I checked closer; and noticed the route was exactly the same on each flight plan; and the only difference was the proposal time. The remarks in the third flight plan said 'P-time change.' seems AFSS was being contacted by the pilot who was delaying his flight due to WX. But instead of amending the proposal time of the original flight plan; they were entering new flight plans with new proposal times. I do not recall ever seeing FSS do this. If this is going to become a practice (enter a new flight plan rather than amend the current flight plan); this will do nothing more than clog the NAS and overload the sector controller with useless flight plans.

Title: ZFW CTLR EXPRESSED CONCERN REGARDING FSS PROCS THAT FILED SEVERAL FLT PLANS ON THE SAME FLT RATHER THAN UPDATING DEP TIME(S).

Narrative: WORKING ZFW TXK-LO (27) WHEN I NOTICED A DUPLICATE FLT PLAN APPEAR IN THE URET DEP LIST FOR ACFT X. I DID NOT THINK MUCH ABOUT THAT SINCE WE HAD WX DEVS AND DIVERSIONS ALL NIGHT. I WAS BUSY AND DID NOT HAVE TIME TO REALLY ANALYZE THE DUPLICATE. A SHORT WHILE LATER; I NOTICED A THIRD FLT PLAN APPEAR FOR THE SAME ACFT. I CHKED CLOSER; AND NOTICED THE RTE WAS EXACTLY THE SAME ON EACH FLT PLAN; AND THE ONLY DIFFERENCE WAS THE PROPOSAL TIME. THE REMARKS IN THE THIRD FLT PLAN SAID 'P-TIME CHANGE.' SEEMS AFSS WAS BEING CONTACTED BY THE PLT WHO WAS DELAYING HIS FLT DUE TO WX. BUT INSTEAD OF AMENDING THE PROPOSAL TIME OF THE ORIGINAL FLT PLAN; THEY WERE ENTERING NEW FLT PLANS WITH NEW PROPOSAL TIMES. I DO NOT RECALL EVER SEEING FSS DO THIS. IF THIS IS GOING TO BECOME A PRACTICE (ENTER A NEW FLT PLAN RATHER THAN AMEND THE CURRENT FLT PLAN); THIS WILL DO NOTHING MORE THAN CLOG THE NAS AND OVERLOAD THE SECTOR CTLR WITH USELESS FLT PLANS.
