Narrative:

Leveling at FL410; right engine flamed out. Asked center for FL250; he responded not to descend below FL390. Unable to comply we informed him we had an engine failure and needed a low altitude. Controller declared an emergency and gave us a 30 degree left turn due to traffic conflict. We descended to FL250; performed an engine restart; and continued the flight to destination normally. Corrective action -- readjust fuel control unit. Callback conversation with reporter revealed the following information: the reporter stated that the aircraft had just received an adjustment to the fuel control to correct a hard starting condition.

Narrative: LEVELING AT FL410; R ENG FLAMED OUT. ASKED CTR FOR FL250; HE RESPONDED NOT TO DSND BELOW FL390. UNABLE TO COMPLY WE INFORMED HIM WE HAD AN ENG FAILURE AND NEEDED A LOW ALT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE REPORTER STATED THAT THE ACFT HAD JUST RECEIVED AN ADJUSTMENT TO THE FUEL CONTROL TO CORRECT A HARD STARTING CONDITION.
