Narrative:

During arrival to MMMX; ATC notified us of a runway change to runway 23 and to expect the kobec 1B arrival. Shortly thereafter; clearance to otu was given. Just prior to reaching otu; they changed the runway back to runway 5 and vectors were given toward smo along with a descent. We visually determined the vectors would take us too close to terrain. A modified clearance was obtained that was visually safe. During maneuvering a terrain caution was activated. We were in visual contact with the ground and we were then vectored to join final for runway 5R. A normal visual approach and landing was made.
