Narrative:

I was working d-side at uim-lo (83) when we received a call from GGG approach (longview approach). The controller at GGG approach was on the commercial phone with the pilot of aircraft X who was requesting a clearance from osa. Osa (mount pleasant; tx) is in uim-lo airspace; but within 10 mi of GGG approach airspace. The GGG approach controller told us the pilot had stated he was unable to get a clearance through FSS because 'they were too busy.' we relayed the clearance and the pilot departed without incident. One landline circuit was OTS at ZFW but others were available to FSS to contact uim-lo. There were no other issues preventing us from promptly answering and issuing a clearance if FSS had contacted us.

Title: ZFW CTLR WAS ASKED TO ISSUE IFR CLRNC TO GA ACFT BECAUSE FSS FAILED TO ANSWER PLT'S REQUEST ALLEGEDLY BECAUSE OF WORKLOAD ISSUES.

THE GGG APCH CTLR TOLD US THE PLT HAD STATED HE WAS UNABLE TO GET A CLRNC THROUGH FSS BECAUSE 'THEY WERE TOO BUSY.' WE RELAYED THE CLRNC AND THE PLT DEPARTED WITHOUT INCIDENT. ONE LANDLINE CIRCUIT WAS OTS AT ZFW BUT OTHERS WERE AVAILABLE TO FSS TO CONTACT UIM-LO. THERE WERE NO OTHER ISSUES PREVENTING US FROM PROMPTLY ANSWERING AND ISSUING A CLRNC IF FSS HAD CONTACTED US.
