Narrative:
I never had flown with this captain. I had asked others about his abilities. I was told 'he is weak; not very strong; but he won't kill you. Just watch him.' the captain was in the back until 16000 ft. When he joined me in the cockpit he had trouble 'catching up.' I was handling everything fine except that I had missed 'qtrbk at 250 KTS.' I had briefed it; just didn't do it. I was distraction by the captain's actions; trying to 'catch up.' passing recvr intersection; ATC asked 'slow to 250.' no other xmissions about the missed speed restr. While on vectors to final; we received 210; 170; 160 speed reductions. A learjet was turned onto final in front of us at about a 10 mi final. I asked for and received 1 s-turn to the left for spacing. We landed without incident; or any other communications from ATC about the missed speed requirement at qtrbk.

Title: C750 FLT CREW MISSED SPEED RESTRICTION ON ARRIVAL WHILE ATTEMPTING TO BRIEF ARRIVAL.
Narrative: I NEVER HAD FLOWN WITH THIS CAPT. I HAD ASKED OTHERS ABOUT HIS ABILITIES. I WAS TOLD 'HE IS WEAK; NOT VERY STRONG; BUT HE WON'T KILL YOU. JUST WATCH HIM.' THE CAPT WAS IN THE BACK UNTIL 16000 FT. WHEN HE JOINED ME IN THE COCKPIT HE HAD TROUBLE 'CATCHING UP.' I WAS HANDLING EVERYTHING FINE EXCEPT THAT I HAD MISSED 'QTRBK AT 250 KTS.'
