Narrative:
We were on a visual approach at ZZZ. As flaps were extended to 2 degrees; the trailing edge flap brakes engaged; and the trailing edge flaps were locked in position. We discontinued the approach and advised ATC. All appropriate checklists were accomplished. Dispatch advised. Briefed flight attendants to expect a normal landing; but to conduct a cabin advisory. Declared emergency; and requested longest runway. Accomplished partial flaps landing without incident. After visual inspection by crash fire rescue equipment crews; taxied to gate.

Title: A320 FLAPS WOULD NOT EXTEND TO LNDG POSITION. FLT CREW DECLARED EMER AND A SUCCESSFUL PARTIAL FLAP LNDG WAS ACCOMPLISHED.
Narrative: WE WERE ON A VISUAL APCH AT ZZZ. AS FLAPS WERE EXTENDED TO 2 DEGS; THE TRAILING EDGE FLAP BRAKES ENGAGED; AND THE TRAILING EDGE FLAPS WERE LOCKED IN POS. WE DISCONTINUED THE APCH AND ADVISED ATC. ALL APPROPRIATE CHKLISTS WERE ACCOMPLISHED. DISPATCH ADVISED. BRIEFED FLT ATTENDANTS TO EXPECT A NORMAL LNDG; BUT TO CONDUCT A CABIN ADVISORY. DECLARED EMER; AND REQUESTED LONGEST RWY. ACCOMPLISHED PARTIAL FLAPS LNDG WITHOUT INCIDENT. AFTER VISUAL INSPECTION BY CFR CREWS; TAXIED TO GATE.
