Narrative:
I was working the controller in charge position when a cessna 182 called mizzu approach control requesting his IFR flight plan from K15 (a satellite airport). No flight plan was in the system. He stated he had spoken with FSS two hours prior to file the flight plan. We went ahead and filed it for him and issued the clearance. The pilot asked the controller why he was recently having so many problems getting through to flight service and even when he was successful getting through; the flight plan is rarely ever filed. In the rare event it was filed; he stated that the destination or originating airport identification's were often incorrect.

Title: SGF CIC RELAYED PLT'S COMPLAINT REGARDING LACK OF SERVICE FROM FSS REFERENCE A MISSING BUT FILED IFR FLT PLAN.
Narrative: I WAS WORKING THE CONTROLLER IN CHARGE POSITION WHEN A CESSNA 182 CALLED MIZZU APPROACH CONTROL REQUESTING HIS IFR FLIGHT PLAN FROM K15 (A SATELLITE AIRPORT). NO FLIGHT PLAN WAS IN THE SYSTEM. HE STATED HE HAD SPOKEN WITH FSS TWO HOURS PRIOR TO FILE THE FLIGHT PLAN. WE WENT AHEAD AND FILED IT FOR HIM AND ISSUED THE CLEARANCE. THE PILOT ASKED THE CONTROLLER WHY HE WAS RECENTLY HAVING SO MANY PROBLEMS GETTING THROUGH TO FLIGHT SERVICE AND EVEN WHEN HE WAS SUCCESSFUL GETTING THROUGH; THE FLIGHT PLAN IS RARELY EVER FILED. IN THE RARE EVENT IT WAS FILED; HE STATED THAT THE DESTINATION OR ORIGINATING AIRPORT ID'S WERE OFTEN INCORRECT.
