Narrative:
PA46 entered kenton (53) sector VFR/165 going direct destination (esn). His profile descent took him through phl arrival traffic on dupont arrival. I advised PA46 to remain at or above VFR/125 til clear. He advised on profile and would not stop descent; 'that's what I have eyeballs and TCAS for;' were his exact words. His descent was putting him head on with B737 who was leveling at 10000 ft and being handed off to phl. I called traffic to both and advised PA46 to stop descent at 10500 ft. He refused; again telling me he's on a profile descent. I told him (this time I didn't advise) to expedite his descent for traffic and again called traffic to B737. When B737 responded; I heard his TCAS and he climbed about 600 ft. When it was over; I advised PA46 that; on profile or not; what he did was dangerous and that he caused an airliner on an IFR clearance to take action. He simply responded 'roger.' PA46 has done this exact move in the same place before. Last time; he blatantly descended through a phl holding pattern causing 2 aircraft to change their altitude (for the RA) and loss of separation.

Title: ZDC CTLR DESCRIBED CONFLICT INCIDENT WHEN VFR ACFT DECLINED CTLR'S REQUEST TO ALTER DESCENT AND CONFLICTED WITH ACR AT 10000 FT.
Narrative: PA46 ENTERED KENTON (53) SECTOR VFR/165 GOING DIRECT DEST (ESN). HIS PROFILE DSCNT TOOK HIM THROUGH PHL ARR TFC ON DUPONT ARR. I ADVISED PA46 TO REMAIN AT OR ABOVE VFR/125 TIL CLR. HE ADVISED ON PROFILE AND WOULD NOT STOP DSCNT; 'THAT'S WHAT I HAVE EYEBALLS AND TCAS FOR;' WERE HIS EXACT WORDS. HIS DSCNT WAS PUTTING HIM HEAD ON WITH B737 WHO WAS LEVELING AT 10000 FT AND BEING HANDED OFF TO PHL. I CALLED TFC TO BOTH AND ADVISED PA46 TO STOP DSCNT AT 10500 FT. HE REFUSED; AGAIN TELLING ME HE'S ON A PROFILE DSCNT. I TOLD HIM (THIS TIME I DIDN'T ADVISE) TO EXPEDITE HIS DSCNT FOR TFC AND AGAIN CALLED TFC TO B737.
