Narrative:
While working sector 27 radar position by myself; during a highly complex situation due to thunderstorms; restr airspace and an inundating amount of coordination required due to several aircraft with no flight plans and no track control of the aircraft; I requested an l-side controller and a d-side controller for assistance. Shortly thereafter; before receiving help; the R26 controller nudged me to take a handoff on a gulfstream who was already in my airspace with no handoff. I took radar on the gulfstream and; after missing at least his first check-in due to still not having any help and multiple land line calls and aircraft calls; I heard the gulfstream check on out of 155 climbing to 160. I did a traffic search and saw aircraft X with FL190 showing in his data block and a radar hit at 193. Thinking that aircraft X was climbing; I climbed gulfstream to FL190 with the intent to coordinate with ZJX on the aircraft. I then received a d-side and had to brief him on the things to coordinate and neglected to call ZJX about gulfstream. Shortly thereafter I saw that conflict with aircraft X who had not climbed; was imminent at FL190. It appeared that aircraft X was turning left and gulfstream was going to pass at least 3 mi off aircraft X's right side. So I just called ZJX F10 sector to coordinate what to do with gulfstream after they passed.

Title: ZDC CTLR EXPERIENCED OPERROR AT FL190 DURING BUSY/COMPLEX TFC CONDITIONS; INCORRECTLY THINKING ONE ACFT WAS CLIMBING.
