The EA500 afm references wind limitations without specifically defining that these are sustained wind and relative wind speed limitations. Engineering reports from the eclipse 500 developmental and certification testing program have defined these types of limitations as winds that are sustained winds and relative winds not gusts. The specific engine limits referenced are 25 KTS tailwind; 30 KTS crosswind; and 15 KTS tailwind with N1 above 75%. At the time of the flight test the winds were as follows: a) taxi out the reported ATIS winds were 220 degrees at 21 KTS gusting 35 KTS. B) on circling to land the tower reported winds at 22 KTS in response to a wind check.

Narrative: THE EA500 AFM REFS WIND LIMITATIONS WITHOUT SPECIFICALLY DEFINING THAT THESE ARE SUSTAINED WIND AND RELATIVE WIND SPD LIMITATIONS. ENGINEERING RPTS FROM THE ECLIPSE 500 DEVELOPMENTAL AND CERTIFICATION TESTING PROGRAM HAVE DEFINED THESE TYPES OF LIMITATIONS AS WINDS THAT ARE SUSTAINED WINDS AND RELATIVE WINDS NOT GUSTS. THE SPECIFIC ENG LIMITS REFED ARE 25 KTS TAILWIND; 30 KTS XWIND; AND 15 KTS TAILWIND WITH N1 ABOVE 75%. AT THE TIME OF THE FLT TEST THE WINDS WERE AS FOLLOWS: A) TAXI OUT THE RPTED ATIS WINDS WERE 220 DEGS AT 21 KTS GUSTING 35 KTS. B) ON CIRCLING TO LAND THE TWR RPTED WINDS AT 22 KTS IN RESPONSE TO A WIND CHK.
