Narrative:

Aircraft X and aircraft Y en route to hic flight plan route both aircraft were unable to contact ZOB; which caused extra coordination between lan sector and ZAU and lan approach. When I reported this to my supervisor I was informed this is an on-going problem that may have been known about for up to 3 weeks. Afterwards; when I contacted lan approach I was informed by the controller on duty that their management is also aware of the problem. It is worthy to note that at the same time this was happening an aircraft Z en route to mop was able to maintain 2 way radio contact with ZOB. This situation needs to be resolved; so as to not cause extra landline coordination when sectors are typically combined and traffic can be moderate or more. I believe this situation to be unacceptable.

AFTERWARDS; WHEN I CONTACTED LAN APCH I WAS INFORMED BY THE CTLR ON DUTY THAT THEIR MGMNT IS ALSO AWARE OF THE PROB. IT IS WORTHY TO NOTE THAT AT THE SAME TIME THIS WAS HAPPENING AN ACFT Z ENRTE TO MOP WAS ABLE TO MAINTAIN 2 WAY RADIO CONTACT WITH ZOB. THIS SITUATION NEEDS TO BE RESOLVED; SO AS TO NOT CAUSE EXTRA LANDLINE COORD WHEN SECTORS ARE TYPICALLY COMBINED AND TFC CAN BE MODERATE OR MORE. I BELIEVE THIS SITUATION TO BE UNACCEPTABLE.
