Narrative:
Slats failed to deploy. Moderate occasionally severe unforecast clear air turbulence had occurred earlier in the flight -- altitude changes and 60 KT loss of airspeed. No passenger or crew injuries; all seated with seat belt sign on. No slats; flaps 40 degree landing accomplished uneventfully. Crash fire rescue equipment requested and emergency declared. Aircraft parked at gate after crash fire rescue equipment chief determined brakes appeared to be normal; no hot brakes; cockpit indications below 150 degrees on all 8 brakes before arriving at gate. Turbulence event reported to dispatch. Log entry made for all mechanical discrepancies and turbulence event.
