Narrative:

I was landing my airplane at the ridgely airport in ridgely; md. After making all of the appropriate radio calls; I landed my plane. I then called; 'clear the active midfield;' in order to safely leave the runway to allow another aircraft to depart. I had taxied halfway across the midfield when I saw a shadow. I then saw something go by the cowl area of my aircraft. At that point; I did not hear a noise and my plane's engine sounded normal. Right away; I realized that an ultralight; dragging a tail hook; had just flown right over my plane. Immediately; I used my radio to attempt to contact the pilot of the ultralight but I received no response. The ultralight was a tandem seat; open cockpit machine. It had a clear view of my aircraft and it had flown at a distance of 20 ft; directly; above my aircraft. I then parked my plane and checked the cowl area for any sign of damage. At that time; the damage was not apparent due to the position of the propeller. Later that day; when I landed at the bay bridge airport (W29); I turned my propeller to install the cowl plugs. At that time; I saw damage on the backside of my propeller. The damage on the propeller was about 16 inches from the propeller's hub. Immediately; upon the discovery of the damage; I called the company who owns the ultra light. The gentlemen that I spoke to acknowledged that the incident had occurred but he would not accept responsibility for it.

Title: AFTER CLEARING THE RWY AT A JOINT USE FACILILTY; C150 IS STRUCK BY TAIL HOOK SUSPENDED BELOW DEPARTING ULTRA LIGHT.

Narrative: I WAS LNDG MY AIRPLANE AT THE RIDGELY ARPT IN RIDGELY; MD. AFTER MAKING ALL OF THE APPROPRIATE RADIO CALLS; I LANDED MY PLANE. I THEN CALLED; 'CLR THE ACTIVE MIDFIELD;' IN ORDER TO SAFELY LEAVE THE RWY TO ALLOW ANOTHER ACFT TO DEPART. I HAD TAXIED HALFWAY ACROSS THE MIDFIELD WHEN I SAW A SHADOW. I THEN SAW SOMETHING GO BY THE COWL AREA OF MY ACFT. AT THAT POINT; I DID NOT HEAR A NOISE AND MY PLANE'S ENG SOUNDED NORMAL. RIGHT AWAY; I REALIZED THAT AN ULTRALIGHT; DRAGGING A TAIL HOOK; HAD JUST FLOWN RIGHT OVER MY PLANE. IMMEDIATELY; I USED MY RADIO TO ATTEMPT TO CONTACT THE PLT OF THE ULTRALIGHT BUT I RECEIVED NO RESPONSE. THE ULTRALIGHT WAS A TANDEM SEAT; OPEN COCKPIT MACHINE. IT HAD A CLR VIEW OF MY ACFT AND IT HAD FLOWN AT A DISTANCE OF 20 FT; DIRECTLY; ABOVE MY ACFT. I THEN PARKED MY PLANE AND CHKED THE COWL AREA FOR ANY SIGN OF DAMAGE. AT THAT TIME; THE DAMAGE WAS NOT APPARENT DUE TO THE POS OF THE PROP. LATER THAT DAY; WHEN I LANDED AT THE BAY BRIDGE ARPT (W29); I TURNED MY PROP TO INSTALL THE COWL PLUGS. AT THAT TIME; I SAW DAMAGE ON THE BACKSIDE OF MY PROP. THE DAMAGE ON THE PROP WAS ABOUT 16 INCHES FROM THE PROP'S HUB. IMMEDIATELY; UPON THE DISCOVERY OF THE DAMAGE; I CALLED THE COMPANY WHO OWNS THE ULTRA LIGHT. THE GENTLEMEN THAT I SPOKE TO ACKNOWLEDGED THAT THE INCIDENT HAD OCCURRED BUT HE WOULD NOT ACCEPT RESPONSIBILITY FOR IT.
