Narrative:
CRJ2; was inbound to clt. Aircraft data block indicated aircraft was on the 'JOHNS1' arrival. Aircraft did not turn downwind for runway 36L at cedox as required by procedure. When aircraft was questioned about the clearance; the crew stated they were cleared via the 'SHINE5' arrival. I have no way to determine where the error lies.

Narrative: CRJ2; WAS INBOUND TO CLT. ACFT DATA BLOCK INDICATED ACFT WAS ON THE 'JOHNS1' ARR. ACFT DID NOT TURN DOWNWIND FOR RWY 36L AT CEDOX AS REQUIRED BY PROC. WHEN ACFT WAS QUESTIONED ABOUT THE CLRNC; THE CREW STATED THEY WERE CLRED VIA THE 'SHINE5' ARR. I HAVE NO WAY TO DETERMINE WHERE THE ERROR LIES.
