Narrative:
I believe the event occurred because the maintenance procedure; maintenance procedure policy manual; and amm is being put together so quickly it's creating lots of confusion on where things are and what reference needs to be put into the logbook. Especially for CAT items. Mr X changed a captain's side stick and I signed it off in the logbook. At the beginning of the night; I questioned my lead and the inspector if the captain's side stick was a CAT III item; and they said no. I pulled the paperwork for removal and installation in chapter X to make sure it wasn't a CAT item and it wasn't flagged on the paperwork as a CAT item; so I didn't run the CAT certification on the aircraft. It came to my attention that it is listed as a CAT item in the maintenance procedure policy manual chapter Y. The chapters aren't linked; so I could see that it was a CAT III item or else I would have run the CAT certification. This self disclosure is for not running the CAT certification on aircraft X. Mechanic found problem and called me and made me aware. Mr Z found and took care of the CAT III certification. Excellent mechanics there.

Title: AN AIRBUS A319 ACFT CAPTAIN'S SIDE STICK WAS REPLACED WITHOUT THE REQUIRED CAT-3 TEST BEING ACCOMPLISHED.
Narrative: I BELIEVE THE EVENT OCCURRED BECAUSE THE MAINT PROC; MAINT PROC POLICY MANUAL; AND AMM IS BEING PUT TOGETHER SO QUICKLY IT'S CREATING LOTS OF CONFUSION ON WHERE THINGS ARE AND WHAT REF NEEDS TO BE PUT INTO THE LOGBOOK.
