Narrative:
I was departing mitchell; sd (mhe); in the dark. Before taxi; I clicked the radio microphone 7 times on the unicom frequency of 122.8 and the runway lights and taxiway lights came up to bright as expected. After taxiing to runway 35 and doing a run-up; we started a takeoff roll on runway 35 at which time I clicked the microphone 3 times to dim the runway lights. At that point the runway lights on runway 17/35 went out; but runway 12/30 went dim. We were able to click the microphone 7 times again and get them back on. However; I don't think they should be going out completely when I try to dim them. I did have a much similar situation last fall/early winter. I'm not sure of the exact date; but on short final for runway 17; I went to dim the lights and they went out completely on runway 17/35; but runway 12/30 stayed lit. The next day I did call the manager listed in the south dakota airport directory and report it. He told me he would look into it.

Title: PILOT REPORTS THAT RWY 17/35 LIGHTS AT MHE DO NOT HAVE A MEDIUM SETTING WHEN BEING CONTROLLED WITH MIKE CLICKS; ONLY ON OR OFF.
Narrative: I WAS DEPARTING MITCHELL; SD (MHE); IN THE DARK. BEFORE TAXI; I CLICKED THE RADIO MIKE 7 TIMES ON THE UNICOM FREQ OF 122.8 AND THE RWY LIGHTS AND TXWY LIGHTS CAME UP TO BRIGHT AS EXPECTED. AFTER TAXIING TO RWY 35 AND DOING A RUN-UP; WE STARTED A TKOF ROLL ON RWY 35 AT WHICH TIME I CLICKED THE MIKE 3 TIMES TO DIM THE RWY LIGHTS. AT THAT POINT THE RWY LIGHTS ON RWY 17/35 WENT OUT; BUT RWY 12/30 WENT DIM. WE WERE ABLE TO CLICK THE MIKE 7 TIMES AGAIN AND GET THEM BACK ON. HOWEVER; I DON'T THINK THEY SHOULD BE GOING OUT COMPLETELY WHEN I TRY TO DIM THEM. I DID HAVE A MUCH SIMILAR SITUATION LAST FALL/EARLY WINTER. I'M NOT SURE OF THE EXACT DATE; BUT ON SHORT FINAL FOR RWY 17; I WENT TO DIM THE LIGHTS AND THEY WENT OUT COMPLETELY ON RWY 17/35; BUT RWY 12/30 STAYED LIT. THE NEXT DAY I DID CALL THE MGR LISTED IN THE SOUTH DAKOTA ARPT DIRECTORY AND RPT IT. HE TOLD ME HE WOULD LOOK INTO IT.
