Narrative:
Flying sight-seeing with passenger heading south just south of juno beach pier; coordinates approximately 2653N 08003W at approximately XA30 local. While overwater; and approximately 500 ft off the shore; we started a r-hand turn to begin our climb to 1000 ft; intending to turn over land for return to field. During the turn I saw a helicopter passing overhead; also overwater; along the beach; heading north. When I rolled out of my turn and before I began the climb I saw the helicopter on my right side approximately 500 ft away; now just above our altitude. I began to climb to get separation and to get to an altitude to turn over land for our return. As I did so; the helicopter climbed with me. When I turned overland at 1000 ft; the helicopter turned with me; and closed within 60 ft. I continued back to our field; and the helicopter stayed in close proximity for about 2 mins. At that time it descended and turned left under us; departed the area.
