Narrative:
I was working approach control; and attempted to call ZOA to make a manual handoff. (The automations between our facilities do not work properly and we have to make the handoffs manually.) ZOA was not answering in a timely manner. This happened several times. Several aircraft had to level off (to stay in my airspace). I almost spun an aircraft. One call I made to ZOA; the controller responded; 'I'm working 4 sectors combined.' another time; some adjacent controller answered to take the handoffs. He wasn't working that airspace; yet was 'informally' helping him (the controller who owned the airspace).

Title: SBA CTLR DESCRIBED INSTANCE WHEN HE/SHE WAS UNABLE TO MAKE VERBAL HANDOFFS ALLEGEDLY BECAUSE OF STAFFING SHORTAGES AT ZOA.
Narrative: I WAS WORKING APCH CTL; AND ATTEMPTED TO CALL ZOA TO MAKE A MANUAL HDOF. (THE AUTOMATIONS BTWN OUR FACILITIES DO NOT WORK PROPERLY AND WE HAVE TO MAKE THE HDOFS MANUALLY.) ZOA WAS NOT ANSWERING IN A TIMELY MANNER. THIS HAPPENED SEVERAL TIMES. SEVERAL ACFT HAD TO LEVEL OFF (TO STAY IN MY AIRSPACE). I ALMOST SPUN AN ACFT. ONE CALL I MADE TO ZOA; THE CTLR RESPONDED; 'I'M WORKING 4 SECTORS COMBINED.' ANOTHER TIME; SOME ADJACENT CTLR ANSWERED TO TAKE THE HDOFS. HE WASN'T WORKING THAT AIRSPACE; YET WAS 'INFORMALLY' HELPING HIM (THE CTLR WHO OWNED THE AIRSPACE).
