Narrative:
Aircraft X on the arrival for adw moving very fast was issued a descent. Aircraft Y was given a climb on initial contact to 170 expedite through 140 for traffic. Aircraft X closure rate appeared very fast. Traffic was issued with another expedite. Then aircraft X was turn to the north. Traffic was issue again and aircraft X and aircraft Y were turn away from each other. The ca alarmed aircraft X advised aircraft Y in sight. Told to maintain visual and resume the arrival. Separation was not lost but the closer rate apparently activated the conflict alert.

Title: PCT CTLR DESCRIBED NEAR LOSS OF SEPARATION AT 13000 WHEN ADW ARR CONFLICTED WITH DCA DEP; ACTIVATING THE CA.
Narrative: ACFT X ON THE ARR FOR ADW MOVING VERY FAST WAS ISSUED A DSCNT. ACFT Y WAS GIVEN A CLB ON INITIAL CONTACT TO 170 EXPEDITE THROUGH 140 FOR TFC. ACFT X CLOSURE RATE APPEARED VERY FAST. TFC WAS ISSUED WITH ANOTHER EXPEDITE. THEN ACFT X WAS TURN TO THE N. TFC WAS ISSUE AGAIN AND ACFT X AND ACFT Y WERE TURN AWAY FROM EACH OTHER. THE CA ALARMED ACFT X ADVISED ACFT Y IN SIGHT. TOLD TO MAINTAIN VISUAL AND RESUME THE ARR. SEPARATION WAS NOT LOST BUT THE CLOSER RATE APPARENTLY ACTIVATED THE CONFLICT ALERT.
