Narrative:

E120 was given a departure clearance off shr when I realized the conflict. I asked the E120 for a position; then got him radar. I issued traffic; the citation reported aircraft in sight. Separation was lost (less than 5 mi/1000 ft). Contributing factors: at the time I issued the clearance I was separating other aircraft with vectors. When the E120 called initially; I couldn't hear him. He said he was airborne but I didn't hear that and this aircraft normally calls off the ground.

Title: ZLC CTLR EXPERIENCED OPERROR NEAR SHR ARPT WHEN CLRING AN ARR FOR AN ILS; BUT FORGETTING ABOUT A RELEASED/AIRBORNE CONFLICTING IFR ACFT.

Narrative: E120 WAS GIVEN A DEP CLRNC OFF SHR WHEN I REALIZED THE CONFLICT. I ASKED THE E120 FOR A POS; THEN GOT HIM RADAR. I ISSUED TFC; THE CITATION RPTED ACFT IN SIGHT. SEPARATION WAS LOST (LESS THAN 5 MI/1000 FT). CONTRIBUTING FACTORS: AT THE TIME I ISSUED THE CLRNC I WAS SEPARATING OTHER ACFT WITH VECTORS. WHEN THE E120 CALLED INITIALLY; I COULDN'T HEAR HIM. HE SAID HE WAS AIRBORNE BUT I DIDN'T HEAR THAT AND THIS ACFT NORMALLY CALLS OFF THE GND.
