Narrative:
Aircraft was an ron on the night of aug/xa/07. It was being troubleshot for a right engine bleed placard on gate by the previous shift. That shift turned it over to the next shift for a reverse flow controller change. The aircraft went to the blocks at XA00. The valve change was no help. The aircraft needed more troubleshooting. Due to gate restraints and hangar space we parked the aircraft on remote maintenance area. No work was done at this time. An hour later I chose to bring it to the hangar. The aircraft was in the hangar through the night and into the next afternoon for troubleshooting. The aircraft was finished in the early afternoon and repositioned to the gate. Upon taxiing for takeoff for flight it was reported to the flight crew; by a passenger; that a wrench was sitting on the top of the pylon on the left engine. I was called to investigate the item at the hardstand. I took my lead technician and a lift truck to the aircraft. The tool was removed by maintenance at the airport holding area.
