Narrative:

I was working local control; runway 13L and runway 22L and also class B airspace. Ground was swamped; so I was coordinating waiting areas for various arrival aircraft. I accepted a handoff from ewr tower on a cessna in the area of the verrazano bridge. I was giving a position relief briefing when the cessna checked in. I advised him to continue. I mentioned the aircraft in the briefing to the relieving controller but may not have been clear enough. This aircraft entered the class B airspace and flew directly into the departure corridor. I don't know if ewr had given him a clearance into the class B and I am certain that we did not.

Title: JFK LCL CTLR DESCRIBED NMAC EVENT RESULTING FROM INCOMPLETE POS RELIEF BRIEFING AND POSSIBLE CLASS B INTRUSION.

Narrative: I WAS WORKING LCL CTL; RWY 13L AND RWY 22L AND ALSO CLASS B AIRSPACE. GND WAS SWAMPED; SO I WAS COORDINATING WAITING AREAS FOR VARIOUS ARR ACFT. I ACCEPTED A HDOF FROM EWR TWR ON A CESSNA IN THE AREA OF THE VERRAZANO BRIDGE. I WAS GIVING A POS RELIEF BRIEFING WHEN THE CESSNA CHKED IN. I ADVISED HIM TO CONTINUE. I MENTIONED THE ACFT IN THE BRIEFING TO THE RELIEVING CTLR BUT MAY NOT HAVE BEEN CLR ENOUGH. THIS ACFT ENTERED THE CLASS B AIRSPACE AND FLEW DIRECTLY INTO THE DEP CORRIDOR. I DON'T KNOW IF EWR HAD GIVEN HIM A CLRNC INTO THE CLASS B AND I AM CERTAIN THAT WE DID NOT.
