Narrative:

On an IFR flight plan in aircraft X; arriving at the destination ukt; I was cleared for the visual approach; VMC and asked to cancel my IFR when established. I attempted 3 times to contact approach while entering the pattern at 1500 ft and was unable to get a response. I later found out from local fliers that below 3000 ft you are unable to get phl approach on the approach frequency. I landed at ukt and immediately contacted FSS to close my IFR flight plan and they acknowledged that it was closed. On returning to the airport about 2 hours later for the return flight I was advised by the FBO manager that phl approach called to find out whether I had landed and why I had not closed the flight plan. I later contacted phl approach via telephone and advised them of what had transpired. They said they would advise their supervisor.

Title: DA40 PLT WAS QUESTIONED BY PHL ATC WHEN IFR FLT PLAN WAS NOT CANCELED ON VISUAL APCH TO UKT; PLT ALLEGING FSS FAILED TO NOTIFY ATC.

Narrative: ON AN IFR FLT PLAN IN ACFT X; ARRIVING AT THE DEST UKT; I WAS CLRED FOR THE VISUAL APCH; VMC AND ASKED TO CANCEL MY IFR WHEN ESTABLISHED. I ATTEMPTED 3 TIMES TO CONTACT APCH WHILE ENTERING THE PATTERN AT 1500 FT AND WAS UNABLE TO GET A RESPONSE. I LATER FOUND OUT FROM LCL FLIERS THAT BELOW 3000 FT YOU ARE UNABLE TO GET PHL APCH ON THE APCH FREQ. I LANDED AT UKT AND IMMEDIATELY CONTACTED FSS TO CLOSE MY IFR FLT PLAN AND THEY ACKNOWLEDGED THAT IT WAS CLOSED. ON RETURNING TO THE ARPT ABOUT 2 HRS LATER FOR THE RETURN FLT I WAS ADVISED BY THE FBO MGR THAT PHL APCH CALLED TO FIND OUT WHETHER I HAD LANDED AND WHY I HAD NOT CLOSED THE FLT PLAN. I LATER CONTACTED PHL APCH VIA TELEPHONE AND ADVISED THEM OF WHAT HAD TRANSPIRED. THEY SAID THEY WOULD ADVISE THEIR SUPVR.
