Narrative:

South of nance noticed thunderstorms just north of intersection on airway. Requested 40 mi east of course from oceanic. Clearance was rejected. Requested 30 mi west of course from oceanic. Clearance was rejected. The only course of action left was to fly through the thunderstorms. Requested phone patch with center and requested the same clearance via phone patch. Both requests were again rejected. I told ATC controller that the only course of action left was to declare an emergency and proceed 30 mi west of course. Still unable to obtain clearance to deviate around the WX. At this time we declared an emergency and flew 30 mi west of airway due to thunderstorms. Followed procedure for off course deviations. Reported back on course after deviation.

THE ONLY COURSE OF ACTION LEFT WAS TO FLY THROUGH THE TSTMS. REQUESTED PHONE PATCH WITH CENTER AND REQUESTED THE SAME CLRNC VIA PHONE PATCH. BOTH REQUESTS WERE AGAIN REJECTED. I TOLD ATC CTLR THAT THE ONLY COURSE OF ACTION LEFT WAS TO DECLARE AN EMER AND PROCEED 30 MI W OF COURSE. STILL UNABLE TO OBTAIN CLRNC TO DEVIATE AROUND THE WX. AT THIS TIME WE DECLARED AN EMER AND FLEW 30 MI W OF AIRWAY DUE TO TSTMS. FOLLOWED PROC FOR OFF COURSE DEVS. REPORTED BACK ON COURSE AFTER DEV.
